Lawrence R. Hupertz founded the Anti-Theft Lecture Series upon the recommendation of Judge Robert F. Niccum in 1985.
The ATLS is designed to educate First Offenders from local court systems on their rights and resources as part of the legal system. Mr. Hupertz has advocated the program for nearly the past thirty years, explaining to attendees the goals and focus of the Law and what recourse offenders have in moving forward after a theft offense.
